The person you reactivated is not a stranger. They filled out your form, called your office, or asked about your service, and then life got in the way. Restarting that is a warm conversation. Cold outreach is knocking on a door nobody opened for you.

That gap shows up in every number that matters: replies, booked calls, and how fast money comes back. It also shows up in risk, because messaging people who already opted in is compliant, while cold-messaging strangers is where businesses get into trouble.
